Systems Change
Japan’s local economies continue to decline due to the erosion of local industries, the deterioration of job quality and availability, persistent population outflows, and resistance to change from entrenched interest structures. As a result, population concentration in major cities remains unchecked, and many regions are losing their economic vitality.
At the same time, the importance of community revitalization is increasingly recognized—particularly among younger generations—and new initiatives are emerging. SIIF focuses on exploring structural approaches that address these deep-rooted challenges.

Local industries are weakening, job opportunities are shrinking, and populations continue to migrate to metropolitan areas such as Tokyo. While awareness of the need for community revitalization is growing and more young people are taking on local challenges, support must go beyond isolated efforts. We aim to explore systemic approaches that address the underlying issues.

Based on our Community Revitalization Issue Map, we developed a Vision Paper that outlines our Theory of Change and SIIF’s strategic initiatives.
